February 5, 2009 — RCAP Solutions, a nonprofit community development corporation based in Gardner, announced that it has named Ben N. El-Qasem as its chief financial officer.

El-Qasem, who has 23 years of experience in the finance and administration field, most recently served as executive director of finance and administration for Adams & Associates, which facilitates Job Corps operations contracts with the U.S. Department of Labor.

Since 1995, he has held several positions for the Job Corps project. He also served as treasurer on the board of the Maryland Association of Psychiatric Support Services for three years. He earned a bachelor’s of arts degree in business administration and English from Western Maryland College and an MBA from The University of Baltimore.

RCAP Solutions is a comprehensive nonprofit community development corporation and employs 100 people in nine states, Puerto Rico, and the U.S. Virgin Islands, who provide safe, affordable housing; building and managing water and wastewater facilities; help communities develop the critical infrastructure they need to thrive; advocate on their behalf; and provide the training and education that helps build know-how, expertise, and capacity.
